The GeoIP functionality is quite unusable if not database could be downloaded. We should show a simple warning message on the GeoIP blocking site and hide the dropdown for creating firewall rules when there are no countries to choose from. This will be consistent with the rest.

Thats True, but okay for now because this commit is part of the "switch-to-libloc" branch and development process.
