Some RIRs have some entries in this address space. Although there are plans that this could be used in the future it isn't at the moment and should therefore not be included in the database.

This is done and seems to work in Q/A. It will be part of a major patchset fixing #12499, so no change here at the moment.

This is fixed in libloc 0.9.5, which is running in production for several weeks by now.
