The Univ. Toulouse ftp server is not accepting connections anymore.  However the http server seems to be working fine.  It would seem desirable to change the config for this urlfilter blacklist source to:

"https://dsi.ut-capitole.fr/blacklists/download/blacklists.tar.gz"

I hacked my /var/ipfire/urlfilter/autoupdate/autoupdate.urls file with:
"Univ. Toulouse,https://dsi.ut-capitole.fr/blacklists/download/blacklists.tar.gz"
and it seems to update as desired.

It seems the ftp server is working again.  However it would still seem preferable to fetch from the web server via "https" rather than continuing with ftp.
